iPhone 4 pre-orders starting today in the USA
The Apple Store are now offering the pre-order for the new iPhone 4 in the USA today. The new smartphone from Apple will be sold from June 24th on in the United States, UK, France, Germany and Japan. The preorders will be available for these five countries, while the pre-order and launch date for the rest of the world hasn’t yet been announced.
Prices should vary from country to country, so we advise you all to check your local Apple Store online.

I believe some Apple Stores online send them without a contract with a carrier, which would mean they’re unlocked.
Check the USA / UK / France Apple Store. I’ve heard rumors the French Apple Store sells them unlocked. Otherwise, you might just have to wait until it’s available for pre-order in your country.
